The article analyzes the risks, but poses no real solutions. It is time for our new Secretaries of State and Defense, Kerry and Hagel, to sit down with the President of the United States, and devise a way to: get serious about a new plan to end proliferation-- among friends as well as foes, and to step up our own nuclear disarmament efforts. Then we have to get back with the allies and others, and show them-- Yes, we're willing to ratify CTBT; yes, we will make deeper cuts; and yes, in turn, don't step up nuclear re-processing that is a threat to peace in Asia and of destabilizing the world. We must do more-- but we must also get something back for doing more.
